Overview

Procurement of services to equip boreholes in the wards of Kruimkuil, Ga-Motle, Ratiepane, Moeka and Swartdam villages. Open-tender for CIDB Category 5 CE or higher contractors, issued by Moretele Local Municipality. Mandatory briefing and site clarification are required before bid submission.

Requirements

• CIDB: registration in 5 CE or higher class of construction works; active status at award.
• Eligibility: legal entity (or JV/consortium) with appropriate CIDB grading; meet other statutory prerequisites (CSD, tax clearance, VAT where applicable); JV partnerships must meet CIDB and lead partner requirements.
• Documentation: complete and sign forms from T2.1/T2.2 (including MBD 4, MBD 5, MBD 6, MBD 8, MBD 9) and all returnable schedules; CIDB registration certificate; BBBEE verification; CSD summary; certified IDs of owners/directors.
• Compulsory briefing/clarifications: attend briefing session; record attendance; respond to clarifications within allowed windows.
• Financial/technical: submit audited financial statements (past 3 years or since establishment); provide bank rating; demonstrate availability of plant/equipment; price schedule with fixed rates; meet specified goals (HDI, women, youth, disability, locality) for preferential points.
• Compliance: no canvassing; comply with PFMA/SCM rules; adhere to single-offer/per item unless stated; ensure all required documents are provided.

How to Apply

• Briefing and clarifications: Mandatory briefing on 2026-06-15 at 10:00 (Moretele Local Municipality, 4065 B, Mathibestad). Clarifications accepted until 3 working days before close; addenda until five days before closing.
• Closing/submission: 12:00 on 2026-07-08; submissions in one sealed envelope delivered to the Moretele Local Municipality tender box (4065 B, Mathibestad, Makapanstad 0404) and clearly marked with bid number MLM/W/VW/22-26 (SCHEDULE D). Late or non-sealed submissions will be rejected.
• Documents to submit (from attached Schedule D): Form of Offer and Acceptance; Returnable Documents (T2.1/T2.2); CIDB/CSD registrations; SBD forms; Compulsory Enterprise Questionnaire; BBBEE certificate; Joint Venture documents if applicable; Proof of municipal rates; Letter of Good Standing; evidence of plant/equipment; CVs and key personnel; and signed contracts/authorities (see attached documents, e.g., SCHEDULE D - EQUIPPING OF BOREHOLES...).
• Pre-qualifications/registrations: CIDB 5 CE or higher; CSD registration; tax clearance; company/ownership documentation; proof of local, HDI and other preferred criteria as applicable.
