Requirements

• Returnable documents: fully signed RFQ; official quotation on letterhead; Latest Tax Clearance; BBBEE certificate or sworn affidavit; CK documents; full CSD report; ID copies of directors.
• CIDB: Valid Grade 1SQ or higher; COIDA good standing; Financial capacity (bank statement within 1 week of closing or funding proof).
• Completion certificates/references for similar works; proof of equipment (NATIS) or lease agreements; signed SBD forms; local employment and transformation proofs per Annex C (Specific Goals).
• Prices must be VAT-inclusive; any JV must provide consolidated BEE documents.
• Evaluation: Phase 1 Administrative Compliance, Phase 2 Mandatory Evaluation (CIDB grade, COIDA, financials, completion certificates, equipment), Phase 3 Price and Specific Goals (80/20; 51%+ Black Owned 5 points; 51% Black Youth Owned 5; 51% People with Disabilities 10).
