Overview

Appointment of a professional service provider to manage and implement the Rural Roads Asset Management System (RRAMS) for Xhariep District Municipality for three years. The contract targets RAMS-enabled consultants with demonstrated RAMS/RAMS project experience, GIS capability, and performance in DoRA RAMS projects, including graduate development and knowledge transfer. Requirements

• Demonstrated RAMS/RAMS project experience (minimum 6 years) with evidence and references.
• Core personnel: Lead/Project Manager (Pr.Eng or Pr.EngTech, ECSA registered); Pavement/Materials Engineer or Technologist; GIS Specialist; Traffic/Transport Planning; Data Analyst (road condition); Structures/Bridge specialists; Major Culvert Inspector; Road Safety; Paved/Unpaved Visual Assessors; plus an organogram and CVs.
• Graduate development: hire minimum three unemployed Civil Engineering graduates from Xhariep; ECSA mentorship and candidate registration within 6 months; CPD/training and skills transfer.
• Data/IT: maintain or replace GeoRAMS with valid licences; equip RAMS field teams; hardware, software, and GIS tools.
• Compliance: proof of CSD registration, valid tax clearance, municipal rates/taxes not older than 90 days; no in-service-state bidder; B-BBEE status certificate; SARS compliance.
• Documents: traceable appointment letters, CVs, organogram, and evidence of RAMS-related work; fully itemised three-year pricing schedule; adherence to GCC/SCC.
