Overview

Establishment of a panel of multi-disciplinary professional service providers to assist the Department of Land Reform and Rural Development in planning, designing, implementing, monitoring, evaluating and technical support on infrastructure development projects in nine provinces for 36 months. This is an open-tender to form a consortium/multi-disciplinary panel across disciplines (project management, architecture, civil/structural, mechanical/electrical, quantity surveying, agricultural engineering, town planning, environmental management, OHS). Bidders must provide validated professional qualifications and form/participate in a consortium or multi-disciplinary team.

Requirements

• Evidence of registration and eligibility for each discipline with designated bodies (e.g., SACPCMP, SACAP, SACQSP, ECSA, EAPASA, etc.) and submission of certified professional certificates as part of returnable documents.
• Professional Indemnity insurance not less than R5 million, with ongoing full subscription and liability continuing for up to ten years after final completion.
• Compliance with tax and pre-qualification rules: SARS PIN/TCS, CSD registration, and CIDB/related professional requirements; separate TCS for joint ventures or sub-contractors.
• Consortium/JV governance: if tendering as a JV/consortium, each member must individually meet requirements; attach board resolutions and sign-offs (special resolutions PA-15.1/PA-15.3) and designate principals in each profession.
• Provincial footprint: proof of office presence and a provincial organogram for the provinces for which accreditation is sought; demonstrate capacity to deliver across targeted provinces.
• Submission of all specified returnable documents and completion of SBDs, GCC, TOR, and pricing schedules.
