Establishment of a Panel of NRW Performance-Based Contract (PBC) Contractors for five years to deliver Non-Revenue Water (NRW) reduction across municipalities under the NWPP, administered through the DBSA/Water Partnerships Office. Bidders may submit as a standalone entity or in a JV/consortium, but must meet CIDB 7CE or higher (or be able to register within 21 working days). Key qualifications include proven NRW reduction and WC&WDM/NRW PBC O&M experience (thresholds: R200m NRW/O&M; R300m new/construction works in the past seven years), CIDB RoC proof, at least R100m available financial resources, three years’ signed financial statements, and professionally registered staff (Project Manager/WC&WM NRW PBC; Civil Engineer NRW Expert; Infrastructure Finance Expert). Lead Tenderer must carry at least R100m all-risk insurance. Compliance checks include not being on tender-defaulter lists and ability to comply with addenda, clarification deadlines, and English translation requirements where applicable. The contract requires compulsory briefing (14 Aug 2026) via Microsoft Teams and electronic submission of a single folder through a DBSA OneDrive link.
