Overview

Procurement of a panel of service providers to lease and manage clinicians’ residential accommodation at OR Tambo District facilities (Nelson Mandela Academic Hospital, Mthatha Regional Hospital, Mthatha Pharmaceutical Depot) for 36 months. Bidders should be property owners/landlords or housing providers capable of delivering safe, secure, well-maintained accommodation and related services to the Eastern Cape DoH’s facilities. Submissions are via online portal www.etenders.gov.za.

Requirements

• Tax compliance: SARS PIN for verification; or proof of CSD registration; provide TCS if available; separate TCS for joint ventures/consortia; proof if not available.
• Central Supplier Database (CSD) registration and proof; if not registered, provide CSD details.
• Complete and submit mandatory forms: SBD 1; pricing Schedules (SBD 3.1/3.3); Declaration of Interest (SBD 4); Preference Points (SBD 6.1); JV/Consortium documentation if applicable.
• Specific Goals: submit verified Specific Goals status (HDI, Women, Youth, Disability, Military Veterans, Locality – Mthatha) with supporting documentation.
• Property prerequisites: safety and compliance certificates (OHS/NBRA where applicable), electricity/water compliance, 24-hour security, 1.6m fencing, prepaid electricity, secure parking, built-in furnishings, burglar bars, remote gates, and evidence from in loco checks.
• Evaluation prerequisites: Stage 1 administrative compliance; Stage 2 property meet requirements; Stage 3 functionality scoring (minimum 65/100); Stage 4 price and Specific Goals (90/10 system; up to 10 points for Specific Goals).
• Documentation of organisational structure and experience; references for similar contracts; details of nearest office to contract locations.
• Compliance with GCC, COP, and DoH contract terms; owner/tenant responsibilities for rates and utilities.
