Overview

Procurement of a panel of service providers for the supply and delivery of personal protective and safety equipment to the Department of Roads and Transport for three years. Bidders should be PPE suppliers with capability to deliver across Gauteng’s five regions, meet relevant safety standards (SANS/EN/CE/ANSI), and provide proper labeling, packaging, and documentation as part of delivery.

Requirements

• Mandatory site briefing attendance; non-attendance disqualifies.
• Compliance with safety standards: submit standard certificates (SANS/EN/CE/ANSI).
• In the case of joint ventures/consortia: attach a signed agreement detailing percentage splits.
• Fully complete and sign SBD 4; returnable documents as required.
• Tax compliance: provide SARS tax clearance PIN and CSD number; registration documents with CIPC (or High Court) and certified IDs.
• Integrity Pact and Schedule of Tenderer’s Litigation History.
• Bank rating with evidence; LOA/Letter of Intent from supplier (supplier LOA required if bidder is a supplier; NRCS LOA if applicable).
• No subcontractors allowed (Schedule of Proposed Subcontractors).
• Experience and capability criteria for functionality (total 100 points; min 70): company PPE experience (40), labeling/packaging/quality plan (30), letter of intent from supplier (10), bank rating (20), and value of PPE supplied (up to 40).
• Ensure OH&S compliance and capacity to deliver PPE across five regions; performance risk may lead to contract termination.
