Overview

Establishment of a panel of South African higher education and training institutions for the provision of engineering services and access to engineering facilities on an as-and-when-required basis. The panel targets SA universities, universities of technology and TVET colleges to supply engineering capability and access to facilities via secondary RFQs/call-offs (12–24 months).

Requirements

• Restricted to South African universities, universities of technology and TVET colleges; must be duly authorised to participate and contract.
• Provide evidence that the proposed faculty/department/institute is authorised to perform services and/or provide access under SARAO/NRF purchase orders.
• Appoint a named panel coordinator and discipline leads; provide organogram, CVs and availability for secondary RFQs.
• Demonstrate engineering capability in at least two areas (e.g., systems engineering, electronics/RF, mechanical, software/firmware); submit capability statements and project evidence.
• Demonstrate access to relevant facilities; submit a facility schedule with equipment, location, access, safety and proposed rates.
• Have qualified personnel across required categories; submit CVs/profiles and confirm availability.
• Show ability to manage confidentiality, IP, data/security, safety, and quality control; include signed acceptance and internal controls.
• Prove administrative readiness for secondary RFQs (response times, timesheets, facility usage records, invoicing against POs).
• Provide at least three obtainable, contactable references not older than five years.
• Evaluation will be in three phases: Administrative compliance, Functionality, and 80/20 price/BBBEE scoring; contract duration 12–24 months; firm pricing required.

• Registrations: Must be registered on the Central Supplier Database (CSD).
