ESTABLISHMENT OF A PANEL OF SUPPLIERS TO SUPPLY AND DELIVER BINS FOR THE DEPARTMENT OF FORESTRY, FISHERIES AND THE ENVIRONMENT (DFFE) WITHIN VARIOUS MUNICIPALITIES IN ALL PROVINCES WITHIN SOUTH AFRICA AS AN WHEN REQUIRED FOR A PERIOD OF THIRTY-SIX (36)

Overview

Establishment of a panel of suppliers to supply and deliver bins to the Department of Forestry, Fisheries and the Environment (DFFE) across municipalities nationwide for 36 months. Bidders should have plastic bin manufacturing capability (HDPE/PP), waste-management equipment, and robust logistics/delivery capacity, plus SA tax clearance and B-BBEE compliance.

Requirements

• Central Supplier Database (CSD) registration and SARS Tax PIN or Tax Compliance Status.
• Complete and sign official forms (SBD1, SBD4, SBD6.1) with supporting documents.
• Demonstrated experience: minimum five (5) completed skip/bin/waste-bin supply projects in last five years with total value ≥ R1,000,000; provide testimonial letters/POs.
• Letter of Commitment to deliver within 30 days after order, on company letterhead.
• B-BBEE proof (EME/QSE sworn affidavit or certificate).
• Ability to supply listed bin types/sizes per specs and deliver on an as-needed basis; delivery within 60 days after order.
• Pricing evaluated under 80/20 with 90-day price validity; include all costs and taxes.
• Compliance with PFMA/SCM requirements; include Indemnity form and JV/consortium credentials if applicable.
• Include master bid document, USB copy, and all required returnable documents.

• Submission method: bids deposited in the bid box at The Environment House, 473 Steve Biko Road, Arcadia, Pretoria.
• Documents to submit: SBD1, SBD4, SBD6.1, Tax PIN/CSD proof, VAT details if applicable, Indemnity, and JV/consortium agreements if any.
• Registrations: CSD and SARS Tax PIN; provide CSD number if no TCS.
• Briefing/information session: NO information session; questions due in writing seven days before closing (tech enquiries via tenders@dffe.gov.za).

• Evaluation/award: RFQs will follow; 36-month SLA with possible termination for non-compliance.
