Expression of Interest: strategic communications/public relations firm to provide targeted communication support to the Judiciary for 2026–2028. The Judiciary (Kenya) seeks EOIs from firms to deliver two years of consultancy services in strategic communications, media relations, crisis communication, monitoring, and multimedia content development (government/public sector experience preferred). Key bidder profile elements include APReCoM membership, strong financials, and prior government assignments.

Requirements

• Mandatory pre-qualifications: Copy of Certificate of Registration/Incorporation; valid Tax Compliance Certificate; Confidential Business Questionnaire (lead firm); evidence of physical address; Self-Declaration Forms for JV/Consortium; CR12 with directors and IDs. (BLANK TENDER DOCUMENT)
• Financial/capacity proof: Audited accounts for 2023–2025 by an ICPAK member; demonstrated current ratio thresholds.
• Experience/capability: Company profile; demonstrate PR tools/resources; five similar assignments in last 3 years (three with government clients) with deliverables and letters of recommendation; three crisis plans for judicial sector crises.
• Compliance/ethics: Must have no conflicts of interest, no sanctions/debarments; association options (JV/sub-consultancy) allowed with clear liability.
• Membership/credibility: Must be a member of APReCoM.
