EXPRESSION OF INTEREST FOR THE PROPOSED USAGE OF THE KARIEGA RAILWAYS SHEDS

Overview

MBDA invites Expressions of Interest for the proposed usage and adaptive reuse of the Kariega Railway Sheds to test market appetite for a future RFP. Expressions of Interest are sought from suitably qualified investors, developers, operators, institutions, businesses, social enterprises, property companies, manufacturers, tourism operators, creative industry organisations, logistics operators, educational institutions, sectors and other interested parties to submit innovative, commercially viable proposals that protect heritage and create long-term public value. The aim is to gather market intelligence to inform a future RFP, not to appoint a tenant at this stage.

Requirements

Valid Central Supplier Database (CSD) registration and relevant local supplier databases
Proof of B-BBEE status (certificate or sworn affidavit)
Proof of municipal billing clearance
Proof of Construction Industry Development Board (CIDB) registration or NA where not applicable
Proposals must be complete, with all pages initialled; prices inclusive of VAT
For bids above R10 million, three years of financial statements or since establishment
No bids from persons in the service of the state; adherence to SCM regulations
Bidders may need to provide organisational capability and previous experience in property development/heritage projects

Briefing session: compulsory 16 October 2026 at 11:00, Nelson Mandela Bay Science and Technology Centre Offices; site inspection to follow
Submission deadline: 9 November 2026 at 12:00
Submission method: one original hard copy in MBDA tender box (1st Floor, Tramways Building, Central); one electronic copy uploaded to MBDA Vendor Portal (remote.mbda.co.za) or provided on USB; if portal not possible, email publictenders@mbda.co.za
Proposals opened publicly via Microsoft Teams after closing
Documents to obtain: electronic EOI documents containing tender requirements from MBDA website or by request (MBDA KRS 02/26-27) – include required forms and annexures (MBD1, pricing schedule, BBBEE proof, etc.)
