Overview

This Expression of Interest seeks qualified local, regional and international investors to lease, equip, develop and operationalize the Kisii County Aggregation and Industrial Park (CAIP) and the adjacent land (25 acres plus an additional 5 acres divided into 2:2:1) for manufacturing and agro-processing enterprises. Bidder types include manufacturing enterprises, agro-processing enterprises, industrial park developers and strategic investors, operating solo or via joint ventures, consortiums or SPVs.

Requirements

• Eligible applicants: manufacturing, agro-processing, industrial park/infrastructure developers, investment funds, logistics/cold-chain operators, cooperatives/producer organizations, JVs/SPVs, SOEs, and other legally registered entities.
• Documentation to submit: applicant information (incorporation, address, contact, tax PIN, tax compliance), technical/financial capacity (project profiles, audited financials for 2023–2025, financing evidence), a preliminary investment concept note (activities, capex, space, capacity, employment, timelines, impact), key personnel details, and environmental/OSH compliance declarations.
• Evaluation framework: Stage 1 pass/fail for completeness; Stage 2 technical scoring with minimum 70% pass; weights include technical capacity (30%), financial capacity (20%), technical merit (20%), economic impact (20%), sustainability (10%).
• Other terms: shortlisted bidders may undergo presentations, site visits, due diligence and negotiations; all agreements require statutory approvals; costs borne by applicants; confidentiality and data protection obligations apply.
