Overview

Expression of Interest to participate in the commercialization of Black small grain value chains. The Department of Agriculture (Eastern Cape) seeks development partners to identify and support black smallholder grain value chains (e.g., maize, sorghum, dryland and irrigated grains). Eligible bidders should be black-owned (minimum 60% shareholding), capable of investment, and able to provide off-take agreements and farmer partnerships to be listed in the Department’s development partner database for 2026/27–2030/31. A compulsory briefing is required (see DOC EOI GRAIN.pdf).

Requirements

• Minimum 60% black ownership (preference to Military Veterans, Youth, Women, Disabled).
• Demonstrate financial investment into enterprise development (minimum R1 million per year; supported by bank facility or balance sheet).
• Provide an off-take agreement and attach partnership agreements with local farmers; list beneficiaries and landowners (minimum 150 ha with consent).
• Submit a comprehensive business plan/concept noting project overview, value chain, market strategy, operations, finances, risk management, and implementation plans; include job creation details.
• Provide evidence of experience (track record of similar projects) and CVs for key staff with relevant qualifications (Agriculture Production/Project Management/Financial Management).
• Attach landowner consent (min 5-year lease), beneficiary list, and aggregated land details; include relevant documents (e.g., proof of previous work, appointment letters).
• Ensure tax and supplier registrations (Tax Compliance PIN or CSD number) and complete SBD forms; joint ventures must supply authority documents.
