Overview

Procurement of Extension of Waste Management Services for 24 months by Winnie Madikizela-Mandela Local Municipality. Bidders should be experienced waste management service providers capable of delivering collection, transportation to EXT 3 disposal site, and related recycling/record-keeping across seven wards, with compliance to national environmental and local procurement rules (100% local content, VAT/PIN/CSD where applicable). Requirements

• Functionality threshold: minimum 70% to proceed; evaluation on 80/20 split (price 80, specific goals 20); 24-month contract; 100% local content.
• Documentation: original municipality bid documents; CIPC registration; certified Directors’ IDs; proof of CSD; SARS PIN or Tax Clearance; MBD forms 1,4,6.1,6.2,6.4,8,9; proof of no undisputed municipal debt; JV requirements if applicable; three years’ financial statements.
• Compliance: adherence to NEM:WA and SABS standards; local content and EPWP-related expectations; detailed pricing schedule for 24 months; delivery within specified timelines; vehicle ownership or lease evidence for required fleet.
