Facilitation of the MANCO and AA Strategic Planning ProcessClosed

Overview

Facilitation services for the merSETA MANCO and AA Strategic Planning Process, including online brainstorming, a 2‑day strategic workshop, and post-session reporting. Bidders should be seasoned strategic facilitators with at least 5 years’ board/executive‑level facilitation, strong Skills Development/Post‑School Education and Training (PSET) sector knowledge (manufacturing sector preferred), and solid regulatory literacy (Skills Development Act, PFMA, Public Audit Amendment Act). Must deliver three sessions in July 2026 and produce synthesis and final resolution reports.

Requirements

• Experience and qualifications: 5+ years facilitating board/AA/executive sessions; 5+ years in SD/PSET sector with manufacturing sector insight; regulatory knowledge (SD Act, PFMA, Public Audit Amendment Act); familiarity with June 2026 SAQA/QCTO/DHET directives (Category B/C).
• Methodology: participatory, dialogue‑driven approach with authority to enforce timing and capture proceedings for reports.
• Deliverables and schedule: briefing (1 hour); AA Pre‑Strat Stakeholder Brainstorm (4 hours, online); Brainstorm Synthesis Report; Main AA Strategic Planning (2 days); Final Strategic Resolutions Report (Scope of Work details).
• Administrative/compliance: bid must include SBD 4, SBD 6.1, SBD 7.1; CSD registration; BBBEE certificate; tax matters in order; pricing schedule; official merSETA quotation forms; and comply with GCC/PSC where applicable.
• Evaluation and rights: 80/20 preference system; potential for partial award; merSETA may conduct site visits and request verification documents.
