• Submit sealed envelope clearly marked with project description and tender number to Tender Box by 02 October 2026 10:00; late or electronic submissions not accepted
• Tender validity: 90 days
• No briefing session
• Evaluation: 80/20 (price/HDI-locality); minimum threshold 70% for quality
