Overview

Procurement of consulting engineering services for the special maintenance of R405 Section 1 (Mandileni to Mt Frere). SANRAL invites tenders (Open-Tender) for design and construction documentation to July 2028, followed by 17 months of supervision starting May 2029, in the Eastern Cape (Alfred Nzo district). Eligible bidders are consulting engineering firms with relevant road design, pavement, geotechnical and project management capabilities, registered on required databases, and able to meet B-BBEE and tax/compliance requirements. JV allowed with a Targeted Enterprise partner. Briefing is mandatory and conducted online. (Documents: Tender Notice and attached Tender Consultant pack.)

Requirements

• Tax compliance: SARS PIN or Tax Compliance Status; submit PIN or COIDA and CSD details.
• Registrations: Central Supplier Database (CSD) and SANRAL acceptance; returnable documents in the bid.
• B-BBEE: valid verification certificate or sworn affidavit; specific goals apply to B-BBEE.
• Compliance documents: COIDA good standing; declarations on debt status; insurance where applicable.
• Returnable schedules: complete all stated forms (A and B series) and pricing schedules (C2.2, C2.3, C2.4).
• Key personnel: qualified Project Leader, Design Specialist (Pavement & Materials), and other designated roles; comply with stage evaluations.
• 30% sub-contracting to black-owned Targeted Enterprises is required; JV specifics apply.
• Tender validity: 12 weeks.
• Evaluation: functionality threshold of 80/100; price via PPPFA 80/20 (or 90/10 above R50m); preference points for BBBEE and other criteria. (See Annexure A for scoring.)

• Submit bids by: 12:00 on 15 Oct 2026. Tender submissions must be placed in the tender box at 20 Shoreward Drive, Bay West, Gqeberha, and may also be submitted electronically on a flash drive in Word/Excel format, plus a printed Form of Offer and summary pricing. (T-6; T-2.13)
