Overview

SANRAL invites bids for CONSULTING ENGINEERING SERVICES FOR THE SPECIAL MAINTENANCE OF R334 SECTION 3 FROM MPEKO (KM 13.2) TO N2/R334 INTERSECTION NEAR PEDDIE (KM 30.2). This is an Open-Tender for highway design, documentation and supervision work. Suitable bidders are consulting engineers with experience in highway maintenance, pavements, geotechnical and QA systems, who are registered on the National Treasury Central Supplier Database and can partner via Joint Ventures (one partner must be a Targeted Enterprise).

Requirements

• Tax compliance: provide SARS PIN/TCS (and ensure tax status is valid for bid validity).
• CSD registration: bidder must be on the Central Supplier Database.
• COIDA: valid Letter of Good Standing.
• B-BBEE: valid verification certificate or sworn affidavit; targeted-enterprise provisions apply.
• Sub-contracting: minimum 30% of the contract value to black-owned Targeted Enterprises.
• Returnable documentation: complete and submit all listed returnable schedules/forms (e.g., Forms A–C, B1–B7, C2.2/C2.3/C2.4, etc.) in the specified formats.
• Mandatory clarification session: attend the compulsory briefing (10 Sep 2026) and sign attendance; non-attendance may render bid non-responsive.
• Personnel: provide Key Persons as per the Scope of Works (e.g., Project Leader, Design Specialist, Pavement/Materials specialist, etc.), with evidence and approvals as required.

• Clarifications: submit questions at least eight (8) working days before closing date.
• Briefing: mandatory briefing session on 10 September 2026 at 10:00 (MS Teams link provided in the tender documents; late arrivals not admitted).
• Submission deadline: closing time 12:00 on 15 October 2026.
