Leasing of the Transnet Rail Infrastructure Manager Sidings/Facilities, Siding 100579 (Orchard) for ten years. This RFP targets entities with strong rail/logistics leasing capability, capital investment ability, and compliance across environmental, health & safety, security, and B-BBEE requirements.

Requirements

• Demonstrated logistics/rail siding experience plus complete Annexures Q (Company Experience Summary) and R (Individual Experience), with verifiable references.
• Sufficient Financial Capacity: proof of funding (debt/equity), audited or reviewed financial statements, bank confirmations; separate TCS/CSD where applicable; compliance for consortia/JVs.
• Compliance & Risk: Environmental approvals and licenses (incl. Water Use License), Environmental Plan (Annexure L), BCM Plan (Annexure O), Health & Safety Checklist (Annexure P), TRIM Risk/Business Continuity requirements (Annexures M,N; 4.4).
• Operational & Investment Commitment: Detailed Investment Plan (Annexure K), Conceptual Operating Model (4.6), Security Plan (4.7), maintenance responsibilities (4.8), end-of-lease condition assessments.
• Compliance Credentials: Tax compliance (SARS PIN/TCS or CSD), SANAS B-BBEE or Sworn Affidavits, JV ownership reports if applicable.
• Evaluation: Three-stage process—responsiveness, functional minimum 70%, then price and preferential criteria (Specific Goals).
