Requirements

• Demonstrated expertise in integrated logistics planning/operations, with verifiable references (Annexure Q; Individual Experience Summary via Annexure R).
• Solid financial capacity: proof of funding (debt/equity), audited or reviewed financial statements, bank confirmations, and, for consortia, separate TCS/CSD where applicable (Sections 4.5).
• Tax and registration compliance: SARS Tax Compliance PIN; CSD registration if no TCS; SANAS BBEE certificate or sworn affidavit (Section 2; Annexure B).
• Environmental, health & safety compliance: environmental approvals/licenses, Water Use License (if needed), Environmental Plan (Annexure L), BCM Plan (Annexure O), Health and Safety Checklist (Annexure P).
• Operational readiness: concept Operations Model, investment plan (Annexure K), security plan (Annexure S), security/risk management, project schedule, and organizational structure (Sections 4.6–4.8).
• Price and specific goals: rental offer (Annexure I), BBEE targets, job-creation plans, and ownership terms (Section 4.9–4.11).
