Overview

Leasing of the Transnet Rail Infrastructure Manager Sidings/Facilities, Siding 201197 (Putsonderwater) for a period of ten (10) years. Open to juristic entities with proven integrated logistics, warehousing, rail operations and investment capacity to develop and operate a siding, under a 10-year lease and subject to environmental, safety and BBBEE requirements.

Requirements

• Tax compliance: provide SARS Tax Compliance Status (PIN) or Central Supplier Database (CSD) number; separate TCS/PIN for each JV/consortium member.
• B-BBEE: valid SANAS certificate or sworn affidavit (plus relevant sub-certificates for JVs/consortia).
• Funding and financial viability: proof of funding for the investment (debt/equity, bank letters, parent support); audited or independently verified financial statements; management accounts if needed.
• Experience and references: Annexure Q (Company Experience Summary), Annexure R (Individual Experience Summary) with CVs and reference letters.
• Compliance and plans: environmental approvals (Annexure L), Water Use License if applicable, Environmental Plan, BCM Plan (Annexure O), Risk Management (Annexures M/N), Health and Safety Checklist (Annexure P).
• Security and local engagement: security plan/serp; community relations plan.
• Operational readiness and investment plan: concept operating model, project schedule, investment plan (Annexure K), and rental offer (Annexure I).
• Specific goals: commitments on BBBEE, job creation, local enterprise participation (Annexure J).

Note: Evaluation includes responsiveness, a functional threshold (70%), and price/preference considerations; detailed criteria are in the RFP.
