Overview

Procurement of a 10-year lease for Transnet Rail Infrastructure Manager Sidings/Facilities, Siding Number 100234 (Bellville Autosort). This RFP is open to entities with rail/logistics, property development, and investment capability, including experience in integrated logistics, warehousing, industrial engineering and related disciplines. The site is Transnet Bellville Autosort, Western Cape; expect to invest in qualifying immovable/movable assets and manage environmental, safety and regulatory requirements.

Requirements

• Demonstrate ability to sign the Lease Agreement and operate TRIM sidings under the TRIM framework; siding is leased on an “as is” basis.
• Tax compliance: provide SARS TCS PIN or CSD number; ensure ongoing tax compliance; and supersede for consortia/joint ventures per guidance.
• B-BBEE: valid SANAS SANAS-certified certificate or sworn affidavit; meet applicable B-BBEE targets.
• Financial capacity: proof of funding (debt/equity), bank confirmations, audited financials (last 3 years if applicable), and project funding details; include parent company support if relevant.
• Experience and references: Annexure Q (Company Experience Summary) and Annexure R (Individual Experience Summary) with letters of reference; provide CVs for key individuals.
• Environmental, health and safety: obtain environmental licenses/permits, Water Use Licenses where needed, BCM and OHS compliance; submit Annexures L, O and P as applicable.
• Investment and operating plans: submit Annexure K (Detailed Investment) and a concept Operations Model with project schedule, throughput, design, staffing, security, and risk management plans.
• End-of-lease and maintenance: joint inspection on exit; lessee bears maintenance costs; fencing and asset upkeep required.
• Specific Goals (B-BBEE, job creation, local participation) and related documentation as per Annexure J and Section 4.10.
