Overview

The Eskom invitation seeks proposals for the design, supply, construction and commissioning of a 50-100 kW thermal Waste-to-Energy Test Facility at Eskom Research, Testing and Development (RT&D) for a 24-month contract. Bidders should have engineering/construction (EPC) capability in waste-to-energy projects, familiarity with NEC3 ECC contracts, CIDB registration (CSDG/CPG where applicable), ISO 9001 quality management, and ability to deliver at the RT&D site in Johannesburg, with emphasis on integrated waste-to-energy systems and compliance requirements.

Requirements

• Ability to design, supply, construct and commission an integrated waste-to-energy facility (waste reception, drying/feed prep, incineration, flue gas treatment, stack monitoring, instrumentation and data acquisition).
• Compliance with Eskom Tender Conditions, and submission of required annexures and SBD forms; adherence to Eskom Integrity Pact and e-tendering process.
• CIDB/CSDG and Contract Participation Goals: CIDB registration and compliance with CSDG/CPG requirements (download from CIDB).
• Quality & safety: ISO 9001-based Supplier Quality Management, QMS documentation, Quality Plan/Control Plan; environmental and safety compliance (NEMA, SANS, Eskom site rules; OHS Act 37(2)).
• Documentation: Pricing Schedule/BOQ (PDF and Excel), SBD 1, SBD 4, SBD 6.1, SBD 6.2, and related annexures; CIDB/Tax questionnaires; integrity declarations.
• Environmental/EHS evaluations and operator training; site-specific interface management and defect/quality procedures.
• Clarification meeting attendance and 24-week tender validity; contract data based on NEC3 ECC3 and site-specific requirements.
• Tender documents and pricing data are referenced in the Invitation to Tender and attached annexures (e.g., 1.1 Annexures A–G4, 1.1.8 SBD 1, 1.1.20 Pricing Schedule; Pricing/BOQ in the file set) and hosted on Eskom’s e-tendering platform.
