FOR THE FRAMING OF AN APPROVED LIST OF FUNDERS FOR SUPPLIER FUNDING SOLUTIONS WITHIN THE TRANSNET SUPPLY CHAIN FOR A PERIOD OF FIVE 5 YEARS.

Overview

The RFP seeks to frame an approved list of funders to provide supplier funding solutions within the Transnet supply chain for five years. Target bidders are funding institutions with capacity to supply supplier finance products, including credit facilities and risk governance, and with SA regulatory licenses and BBBEE considerations.

Requirements

• Authorization/licensing to provide funding products in South Africa.
• Tax compliance: provide SARS PIN/TCS; if part of a JV, each party must provide its own; if no TCS, provide CSD number.
• Register on National Treasury Central Supplier Database (CSD). (If foreign with no local entity, otherwise required.)
• BBEEE verification: provide valid certificate or sworn affidavit.
• Signing and adherence to the Supplier Integrity Pact and Non-Disclosure Agreement; Employment Equity Act compliance.
• Returnable documents and pre-qualifications: Annex E (pre-qualification), Annexes F–K, and accompanying bid forms (e.g., SBD1). JV/consortium arrangements to be provided if applicable. (See attached RFP files.)

• Submission deadline: 2026-11-09 14:00; submission method: electronic via Transnet e-tender portal (transnetetenders.azurewebsites.net). Uploads up to 30 MB per file; late submissions not accepted. (see RFP documents)
• Documents to submit: SBD1 form, Annex E–K, Bidder Compliance Declaration, Integrity Pact, Non-Disclosure Agreement, JV agreements if any, proof of authority, SARS TCS PIN or CSD number. (see Annexes and Annex A in attachments)
• Registrations: SARS TCS PIN; Central Supplier Database (CSD) registration; SANAS/BBEEE verification as applicable. (see SBD 1 and Annex A)
• Briefing/Clarifications: Formal briefing not held; clarifications to Nhlanhla Caluza by 20 October 2026; responses published on portals. (see Section 5)
