Overview

Provision and implementation of a dedicated LMS to deliver GAARS for two years. SACAA seeks a software/IT service provider to design/deploy an LMS (to run on the SACAA Pilot Safety Hub) for approximately 20,000 pilots, offering scenario-based training, assessment and certification, reporting/tracking, content migration, and ongoing support, with a 2-year engagement and 180-day bid validity. The vendor must meet SACAA bidding requirements (CSD registration and SBD forms) and demonstrate LMS development/implementation capability, security/compliance, and programme management credentials. Requirements

• Mandatory compliance: Central Supplier Database (CSD) registration with supplier number; submission of SBD1, SBD3, SBD4, SBD6.1 and tax/CSD requirements.
• Off-the-shelf with customization: OEM/reseller partnership letter if modular design is used.
• Project leadership: Project Management Certification (e.g., PMP or Prince2) with certified copies.
• Technical capability: proven LMS development/implementation experience; minimum five years preferred for high scoring, with company profile and client references (three+ letters within last five years).
• Functional coverage: proposed solution must address User Management, Scenario-based training delivery, Assessment and Certification, Reporting/Tracking/Compliance, Technical/Functional requirements, and Migration of information (100% coverage).
• Evaluation: SCM administrative mandatory compliance (documentation check), technical evaluation (experience, references, proposed solution, team qualifications), and a Demonstration phase (1h30) with portfolio and evidence. A 70-point threshold applies to proceed.
• Training and deployment: face-to-face SACAA training for staff; administrator training, training manual and video.
• Miscellaneous: three-envelope submission, mandatory briefing, and site/verification rights; branding, security, and availability requirements.
