Overview

Procurement of Routine Road Maintenance Construction Services for SANRAL projects in Gauteng (N12, N14, R54, R500, R501). Only CIDB contractor grading 8CE or higher may bid; joint ventures are allowed if one partner is a Targeted Enterprise (the JV partner does not contribute to subcontracting targets). Tenderers must be registered on the National Treasury Central Supplier Database (CSD). Compulsory JV arrangements are allowed with Targeted Enterprises.

Requirements

• CIDB: contractor grading designation equal to or higher than 8CE (or as specified by tender data); JV eligibility with lead partner not lower than one grade below required.
• Registration: on the Central Supplier Database (CSD) and tax/compliance prerequisites (Tax Compliance Status).
• COIDA: valid Letter of Good Standing.
• JV specifics: if a JV forms, each member must satisfy CIDB/CSD requirements; one Partner must be a Targeted Enterprise (and sub-contract target rules apply as noted).
• Sub-contracting: minimum 30% of subcontracted work to Targeted Enterprises.
• Returnable documents: complete and submit the listed returnables (e.g., forms A1–A27, B1–B8, etc.) in both hard copy and PDF/flash drive formats.
• Briefing/clarifications: mandatory briefing session attendance; respond to addenda and clarifications as required.
• Compliance checks: bidders must meet tax, CIDB, CSD, and COIDA requirements for eligibility.

• Briefing attendance: sign-in required; late/absent bidders may be excluded.
• Closing date/time: 16 October 2026 at 12:00; bids kept open for 12 weeks validity.
• Submission: hand-deliver in a sealed envelope to the SANRAL Tender Box at: 38 Ida Street, Menlo Park, Pretoria 0081 (Reception area). Office hours 09:00–16:00; tender submissions via postal/telegraphic methods are not accepted. Ensure tender is registered in SANRAL’s tenders received register. (see T1.1/T1.2 documents)
• What to submit: all returnable schedules in printed form and PDF on a flash drive; include required certificates (CIDB, CSD, COIDA, Tax Compliance, B-BBEE, etc.) and the Form of Offer with all signatures. (Refer to the listed Returnable Documents, e.g., Forms A1–A27 and B-series schedules.)
