Overview

Procurement of the special maintenance of the Donkerhoek Traffic Control Centre (TCC) on National Route N4 Section 1. Target bidders are CIDB contractors with a grading of 7CE or higher; bidders must be CIDB-registered, on the National Treasury Central Supplier Database (CSD), SARS tax-compliant (PIN) or COIDA good standing, and, if a joint venture, each member must qualify. Compulsory briefing is via Microsoft Teams on 17 September 2026; the project is about 13 months (including mobilization); closing 8 October 2026.

Requirements

• CIDB contractor grading of 7CE or higher; Emerging contractors not eligible.
• Every JV member must be CIDB-registered; lead partner must meet the required grade.
• Registration on CSD; if not, ensure CSD/PIN/TCS requirements are met.
• Tax compliance: SARS PIN or COIDA good standing; acceptable proof for all participants (including each JV member).
• B-BBEE: valid B-BBEE status level certificate or sworn affidavit.
• Compulsory briefing session attendance (sign-in required).
• Key personnel with registrations: Contract Manager (ECSA/SACPCMP), Construction Manager, CHSO (SACPCMP), DEO (environmental), Targeted Group Development Coordinator (civil engineering qualification).
• Subcontracting: minimum 30% to local black-owned entities; must provide Subcontracting Agreement and valid CIDB registrations for subcontractors.
• Returnable documents and forms as specified in Part T2 (e.g., Form A2, A7, A9, A12; plus pricing and offer documents in Volume 3).
