Overview

The Foskor Phalaborwa Mine seeks proposals to supply, install and maintain ThermaIl, Noise and PNOC-R stress real-time monitors for a period of three years. Bids are open to service providers with instrumentation/monitoring expertise, mining/environmental monitoring experience, and the ability to meet Foskor’s compliance and procurement requirements (Integrity Pact, NDA, CSD/tax, BBBEE, etc.).

Requirements

• Mandatory prequalification criteria and technical capability as defined in the RFP.
• Registration on National Treasury Central Supplier Database (CSD) prior to submission; proof may be required.
• Tax compliance: SARS PIN/CSD status; if foreign, TCS status; VAT details where applicable.
• Ability to sign and comply with:
  • Annexure D: Supplier Integrity Pact
  • Annexure E: Non-Disclosure Agreement
• Compliance with master terms (GCC) and Foskor’s standard terms (Annexure B/C).
• Environmental/green policy information requested.
• Possible security clearance for contract performance.
• No collusive bidding; anti-corruption and UN Global Compact commitments.
• Post-award price review and potential market-related price negotiations.

• Submission method: bids to Foskor’s Bid Box or via email tenders@foskor.co.za; PDFs up to 5MB; include a USB with the bid on closing date/time; subject line as specified. If over 5MB, split into clearly marked emails. Do not copy the buyer. (see FOSPHB-RFP-12-2627.pdf)
• Required documents: official bid forms (SBD 1 etc.), Pricing and Delivery Schedule, returnable documents, JV/consortium agreement if any, CSD entry, tax/compliance certificates, BBBEE forms, and declarations (as per Sections 1–4 and Annexures). • Registrations/pre-qualifications: CSD registration; SARS TCS or equivalent; foreign vendors to supply applicable certificates; ensure tax/compliance status is current. (see Section 2)
• Briefing session: No mandatory briefing. (see Notice to Bidders in the RFP)
• Where to obtain bid documents: National Treasury e-tender portal and Foskor website; RFP documents and addenda will be published there. (see Section 2)
