FOSPHB-RFP-21-26/27 REQUEST FOR PROPOSAL [RFP] FOR SUPPLY RENEWABLE ELECTRICITY THROUGH WHEELING OVER 10 YEARS OR 20 YEARS (2 OFFERS TO BE SUBMITTED) TO FOSKOR MINING DIVISION (PHALABORWA) IN THE TOWN OF PHALABORWA, LIMPOPO PROVINCE OF SOUTH AFRICA. THE CURRENT NOTIFIED MAXIMUM DEMAND (NMD) WITH ESKOM IS 75MVA.

Overview

Procurement of renewable electricity to Foskor Phalaborwa via wheeling under a PPA for 10 or 20 years, with two offers to be submitted. The deal targets offsite renewable generation (solar/wind/other) capable of wheeling to Foskor Phalaborwa, with Eskom NMD 75 MVA. Bidders should be renewable-energy developers/owners with interconnection and wheeling capabilities, able to obtain NERSA licenses, sign Use of System and interconnection agreements, and register REC environmental attributes (Domain Protocol/zaRECs).

Requirements

• NERSA electricity trading license and registration of the generation facility by NERSA.
• Use of System Agreement with the Utility and interconnection arrangements; PPA with generator(s) of sufficient capacity.
• Insurance cover and a Performance Bond (5% of total EPC costs); payment security on demand.
• BBBEE commitments and reporting for the duration of the PPA.
• Registration and management of Environmental Attributes/REC (Domain Protocol/RECSA) with monthly transfer to Buyer.
• Minimum Acceptance Capacity: 95% of Contracted Capacity for Solar; 85% for Wind.
• Suspensive Conditions must be fulfilled (licences, third-party agreements, authorisations); some may be waived by the Buyer within four months; lapse if not fulfilled.
• PPA term: 10 or 20 years; COD/COD timelines; remedies for delays/underperformance.
• Compliance with data, tax, and contractual governance provisions.
