Overview

Framework Agreement for provision of conference and hotel accommodation services for a 2-year period (FY 2026/2027-2028). Open to all eligible tenderers; intended for hotels/conference venues capable of servicing Kilifi Watamu events, with prices in Kenya Shillings and no tender security required. The contract period is two years, with completion by mid-2028, and bids submitted electronically via IFMIS.

Requirements

• Non-Consulting Services; eligibility and conflicts of interest as per ITT provisions.
• Foreign tenderers must source at least 40% of inputs from Kenyan suppliers; JVs must meet ownership rules.
• Required registrations and certifications: Business registration, KRA PIN, valid Tax Compliance Certificate, Single Business Permit, Tourism Regulatory License (TRA).
• Tender documents to include: Form of Tender, Price Schedule, Joint Venture (if any), Certificates of Independent Tender Determination, SD1/SD2, Confidential Business Questionnaire, Declaration of Ethics, and proof of qualifications (experience and finances).
• Qualification data: minimum three local service orders/award letters; current bank statements or audited accounts; company map and brochures.

• Deadline: 29 July 2026 (time indicated as 10:30 in the tender documents; metadata lists 08:30). Electronic submission via IFMIS Supplier Portal (www.supplier.treasury.go.ke); upload scanned tender documents.
• Submissions: Include Original and Copies as applicable; if using JV, provide Joint Venture documents; ensure pages are serialized and properly signed.
