Overview

FRAMEWORK AGREEMENT FOR SUPPLY AND DELIVERY OF FUEL, OIL AND LUBRICANTS FOR 2YEAR PERIOD FY 2026/2027-2028. Open to all eligible bidders to supply and deliver fuels, oils and lubricants to Kilifi County Government (Watamu Municipality) under a 2-year framework. Suitable for suppliers of fuel, oil, lubricants and related services with ability to supply to government facilities; JVs allowed under stated conditions; compliance with Kenyan public procurement rules is required.

Requirements

• Compliance with the Public Procurement and Asset Disposal Act 2015 and anti-corruption declarations; sign Certificate of Independent Tender Determination.
• Eligibility: JV permitted; no public officers; no conflict of interest; validity of registration/debarment checks (PPRA) as applicable.
• Tax clearance: current tax clearance or exemption certificate issued by Kenya Revenue Authority.
• Manufacturer Authorization if the tenderer does not manufacture the goods; ensure representation in Kenya if not local.
• Origin and conformity: declare country of origin; demonstrate goods conform to technical specs; provide spare-parts and after-sales information.
• Kenyan origin/local sourcing: certain items must be sourced from Kenya with no substitutions (per Schedule/Requirements).

How to Apply

• Deadline: 2026-07-29 08:30 (per tender metadata). Note: attached document shows a different deadline (30 March 2026) within the ITT; rely on the metadata for this tender and verify in the TDS/Addenda.
• Submission method: sealed tenders (original and copies) to the Procurement Office; or electronic submission if allowed by the TDS.
• Documents to submit: Form of Tender; Price Schedules; Tender Security or Tender-Securing Declaration; Manufacturer Authorization (if needed); evidence of eligibility and goods conformity; JV agreement if applicable; other documents per TDS.
