FRAMEWORK AGREEMENT FOR THE ROUTINE MAINTENANCE OF VARIOUS PROVINCIAL PAVED AND GRAVEL ROADS IN THE SUNDAYS RIVER LOCAL MUNICIPAL AREA FOR A PERIOD OF 3 YEARS

Overview

This tender hires a FRAMEWORK AGREEMENT FOR THE ROUTINE MAINTENANCE OF VARIOUS PROVINCIAL PAVED AND GRAVEL ROADS IN THE SUNDAYS RIVER LOCAL MUNICIPAL AREA for 3 years. The Department intends two CIDB-graded contractors (up to R50m each) to perform ad hoc maintenance packages, funded yearly and allocated per budget. A minimum 30% of each ad hoc package must be subcontracted to Micro Enterprises (MEs) based in the LMA.

• CIDB: Grade 5CE PE / 6CE or higher required. (SCMU10-26/27-0019)

Requirements

• CIDB registration Grade 5CE PE / 6CE or higher; JV allowed with conditions; proof via JV agreement if applicable. (F2.1.1, F2.1.3)
• Returnable documents and SBD forms completed (SBD1, SBD4, SBD6.x, etc.). (T2.1/T2.2)
• 60% minimum functionality to be responsive; criteria include Plant & Equipment and Locality. (T1.1, T1.8)
• Compulsory Central Supplier Database (CSD) data freeze: keep profile static from 3 months before closing to 3 months after; bids evaluated on CSD snapshot. (F2.1.3)
• Local content: minimum 6 local labour opportunities per works assignment; 30% ME subcontracting to EMEs; penalties for non-compliance. (C3.3.2, C3.3.4)
• BROADER COMPLIANCE: B-BBEE, CIDB, tax, and other standard tender conditions as per CIDB SCoT. (T1.2/T2.1)
