Overview

Framework agreement to supply and deliver cleaning, sanitation, waste management, PPE, pest control and mortuary supplies for two years to Embu County Government. This is an open national framework tender; a closed panel of at least seven alternative vendors will be established for call-off contracts via purchase orders. Delivery is itemized per contract at Embu County; no volume guarantees are provided.

Requirements

• Eligibility and integrity: comply with Kenya Public Procurement and Asset Disposal Act 2015; complete the Certificate of Independent Tender Determination; not debarred by PPRA; no conflicts of interest.
• Tendering and bidder rules: open tender; JV allowed with joint and several liability; no more than one Tender per firm unless allowed; tax clearance required.
• Goods and conformity: origin and conformity of goods to specifications; certain items must be sourced from Kenya (local content rules); related services included where specified.
• Documentation: Form of Tender, Price Schedules, Tender Security or Tender-Securing Declaration, Manufacturer’s Authorization if applicable, JV Agreement if JV, evidence of eligibility and conformity, tax clearance, and other documents as required (per the tendering forms).
• Panel terms: framework is a closed panel for the term; no additions or replacements except when firms are removed; call-offs via purchase orders; no guaranteed quantities.

How to Apply

• Obtain documents: Tender documents may be viewed/downloaded from embu.go.ke and PPIP Portal (tenders.go.ke). If downloaded, send particulars to info@embu.go.ke for clarifications (see TENDER DOCUMENT).
• Preparation: complete Form of Tender and Price Schedules, provide Tender Security or Securing Declaration, add Joint Venture agreements if applicable, provide Manufacturer Authorization if needed, tax clearance, and proof of eligibility and conformity (see ITT sections in the document).
• Submission: hard/courier delivery to the Tender Box at Embu County Headquarters Procurement Block by 12 October 2026 at 11:00. Bulk tenders should be registered at reception before the deadline. Tenders must be serially paged and clearly marked with name, contract category, and reference (see TENDER DOCUMENT).
• Envelopes: submit ORIGINAL and COPIES; if applicable, ORIGINAL-ALTERNATIVE TENDER and COPIES-ALTERNATIVE TENDER.
• Opening and deadlines: Tender opening on 12 October 2026 at 11:00 in Embu County Headquarters; late tenders rejected.
• Clarifications and addenda: queries in writing; responses to all bidders; addenda issued as needed (see ITT).
