Overview

Framework Agreement for the supply and delivery of non-perishable food stuffs and related ingredients for two years. The Embu County Government invites tenders for a FA open to at least seven suppliers, with call-off orders on a per-item basis delivered to Embu County facilities. No volume guarantees are given; purchases will be made by purchase orders under a closed-panel framework.

Requirements

• Open eligibility; compliance with anti-corruption and non-collusion rules; sign independent tender declaration.
• No conflicts of interest; JV members jointly liable; define JV representative; max JV size as per TDS.
• Eligibility of goods; origin from eligible countries; Kenya-sourced items list to be prioritized where defined; conformity to technical specs.
• Tax clearance and required registrations as defined in the TDS; evidence of qualifications and manufacturer authorization if applicable.
• Not debarred by PPRA; provide tax clearance and other regulatory evidence as required.
• Tender security or tender-securing declaration; tender validity as specified; adherence to pricing and contract terms.

How to Apply

• Deadline: 12 October 2026 at 11:00 AM (Closing time; opening then). Extensions via addenda are possible (see ITT7).
• Submission method: hard/courier delivery to the Tender Box at Embu County Headquarters Procurement Block; clearly marked envelopes. Bulk tenders must be registered with the Director of Supply Chain Management Services before 11:00 AM on 12 Oct 2026 (see TDS) (TENDER DOCUMENT).
• Documents to submit: Form of Tender, Price Schedules, Tender Security or Securing Declaration, Joint Venture Agreement (or letter of intent), Manufacturer’s Authorization if needed, Evidence of eligibility and conformity, tax clearance, and any other documents per the Tendering Forms (Section IV) (TENDER DOCUMENT).
