Requirements

• Compliance with Public Procurement and Asset Disposal Act 2015; sign declarations of integrity and non-debarment.
• Compliance with Competition Act 2010; complete and sign Certificate of Independent Tender Determination.
• Eligible tenderers: individuals, private entities, state-owned entities, or JVs; no public officers involved; JV members jointly liable.
• No conflicts of interest; no collusion or corrupt practices; debarment status checked (PPRA).
• Tax compliance: current tax clearance certificate.
• If required in the TDS: Manufacturer’s Authorization; agent representation for non-Kenya-based bidders.
• Goods/related services eligibility and origin declarations; provisions for substitutes allowed only if demonstrated as equivalent.

How to Apply

• Obtain Tender Documents from Kilifi’s site or PPIP; if downloaded, forward your details to supplychain@kilifi.go.ke.
• Prepare: Form of Tender, Price Schedules, Tender Security or Tender-Securing Declaration, JV documents if applicable, Manufacturer’s Authorization, tax clearance, and any other documents in the TDS.
• Submission: deliver one original plus copies in sealed envelopes to the Municipal Watamu Procurement Office by 29 July 2026; maintain page serialisation. Electronic submission is optional only if specified in the TDS.
• Pre-bid briefing: follow any TDS-stated briefing (date/venue may be specified there).
• Tender opening: public at the Municipal Boardroom, Watamu; records kept as per ITT.
• Standstill and debriefing: standstill period of 14 days after notification of intention to award; debriefing on request.
