Overview

Framework contract for the provision of Internet connectivity services, including dedicated internet access, last mile, and managed network services, on an as-and-when-required basis. Open to qualified bidders, with a Category focusing on Youth, Women, and Persons with Disabilities (PWD), for Kitui County Government’s Ministry of Finance, Revenue Management and Accounting.

Who should consider bidding: ISPs/telecoms providers capable of DIA, last-mile connectivity and managed network services; and eligible Youth/Women/PWD enterprises under the category.

Requirements

• Valid company registration, business permit/licence, VAT/PIN, and current Tax Compliance Certificate.
• Proof of eligibility under Youth, Women and PWD categories (National Treasury registration).
• Compliance with serialisation/pagination of tender pages (PPAD Act 2015).
• Tender Security or Tender-Securing Declaration as required (Form in Tender documents).
• Compliance with anti-corruption and independence requirements (Certificate of Independent Tender Determination).
• If a Joint Venture is involved, a JV Agreement or letter of intent with representative authorized to act.
• Tax obligations evidenced by tax clearance (Kenyan tenderers).

Optional/contextual: Manufacturer's Authorization if the tenderer does not manufacture the goods; evidence of eligibility of goods and related services; ensure no conflicts of interest.

How to Apply

• Deadline: Completed tenders due by 17 July 2026 at 10:00 (Kitui). Late or electronic submissions are not permitted (FC/015; Advert).
• Submission method: Physical, sealed tender delivered to the tender box at the entrance of County Treasury—Governors Block (Kitui). Include ORIGINAL and COPIES in separate envelopes; mark appropriately.
• Documents to submit (per ITT/Section IV): Form of Tender, Price Schedules, Tender Security or Declaration, Joint Venture documentation if any, Manufacturer Authorization if required, Qualifications and Eligibility evidence, and any other documents in the Tender Data Sheet.
• Pre-qualifications/registrations: As above (VAT/PIN, Tax Clearance; National Treasury registration for Youth/Women/PWD).
• Briefing/clarifications: Clarifications in writing; pre-tender meeting details, if any, will be in the Tender Data Sheet.
