Overview

Framework Contract for Supply and Delivery of Petrol, Oils and Lubricants to Kitui and surrounding supply points. Open to qualified tenderers to supply petroleum products and related lubricants on an as-and-when-required basis for Kitui, Mwingi/Mwingi, Mutitu, Kyuso, Kabati, Mutitu and Mutomo towns. JV participation allowed with joint and several liability; bidders must meet statutory and capacity prerequisites and register to supply across the specified counties (see FC/001).

Requirements

• Registered company, valid business permit/licence, VAT/PIN, and valid Tax Compliance Certificate.
• Proof of eligibility for Youth, Women and Persons Living with Disabilities (registered with National Treasury).
• Serialisation/pagination of tender pages as required by PPAD Act 2015.
• Compliance with Public Procurement and Asset Disposal Act, including anti-corruption declarations and Certificate of Independent Tender Determination.
• Tender security or tender-securing declaration (as specified in TDS) and, if applicable, JV agreements or letters of intent.
• Conformity with eligibility of goods and related services; where required, Manufacturer’s Authorization and local representation for maintenance/spare parts.

How to Apply

• Deadline: 17 July 2026 at 10:00; late tenders will be rejected. Tenders are to be submitted in hard copy (no electronic submissions for this tender per Notice).
• Submission location: Tender box at the entrance of County Treasury – Governors Block, Kitui.
• Packaging: one sealed envelope containing an “ORIGINAL” tender and separate sealed “COPIES” envelopes; include “WITHDRAWAL/SUBSTITUTION/MODIFICATION” envelopes if applicable.
• Documents to submit (where applicable): Form of Tender; Price Schedules; Tender Security or Securing Declaration; JV documents (if any); Manufacturer Authorization (if required); Qualifications and Eligibility evidence; Tax compliance; Proof of Youth/Women/Disabled status; serialised tender pages; any other documents specified in the Tender Documents (FC/001) and Tender Notice (Notice).
