Framework Contract for Supply and Delivery of Refined Fuel, Lubricants and L.PG Gas

Overview

Framework Contract for Supply and Delivery of Refined Fuels, Lubricants and L.P.G Gas is being procured by the County Government of Nakuru under an Open National Tender. Bidders should be able to supply refined fuels, lubricants and LPG gas and provide delivery and related services under a framework arrangement.

Requirements

• Open to all bidders; anti-corruption declarations and eligibility checks as per Kenyan public procurement rules.
• Tender security of 4,000,000 KSh (original bank guarantee or equivalent) to accompany the tender.
• Submit: Form of Tender, Price Schedules, Tender Security, joint venture (if any) documentation, and authorization where applicable.
• If not manufacturing the goods, Manufacturer’s Authorization or local representative maintenance/spare parts capability may be required.
• Tax compliance evidenced by a current tax clearance certificate; other registrations as required by ITT 3.x.
• Goods and related services to conform to the Schedule of Requirements and technical specifications; deviations to be disclosed.
• JV arrangements must meet the treaty requirements (joint and several liability).
• Ensure serialization of tender documents and submission in hard copy (and soft copy where required) and opening procedures.

How to Apply

• Closing date/time: 28 October 2026 at 10:00 (East Africa Time) per the tender documents; submission via hard copy to the specified address; soft copy also required (online portals may be used per tender document).
• Where to obtain documents: free of charge from the County website (www.nakuru.go.ke) and the Public Procurement Information Portal (https://www.tenders.go.ke).
• Submission method: sealed hard-copy tender in plain sealed envelopes, clearly marked with tender number and description; hand/courier delivery or post to the County Secretary, Nakuru; tenders opened publicly after deadline (1st Floor, County Chambers).
• Documents to submit: Form of Tender, Price Schedule Forms, Tender Security, Joint Venture documentation (if any), Manufacturer’s Authorization (if applicable), evidence of eligibility (Section II/III), and any other documents required in the Tender Data Sheet.
• Pre-qualification/registrations: tax clearance; evidence of eligibility; relevant Kenyan registrations; JV documentation as required.
