Overview

Framework contract for the supply, delivery and installation of generators at health facilities in the Eastern Cape. Bidders must be CIDB-registered (Class EB/ME, Grade 7 or higher) or capable of registration prior to evaluation; joint ventures allowed with appropriate CIDB registrations. A suitably qualified contract manager and supervisor with generator installation experience (minimum 5 years) are mandatory. Required registrations include CIDB, tax clearance, SARS PIN/CSD, and related supplier registrations. (see T1.1, T1.2)

Requirements

• CIDB eligibility: registration or capability to register; ME/EB Class, Grade 7+; ME bidders must subcontract an EB bidder.
• Key personnel:
  • Contract Manager: Electrical/Mechanical Eng degree with ECSA Pr Eng/Pr Tech Eng (or Diploma + Pr Tech Eng), 5+ years in generator installations; broad responsibilities listed (contract, planning, safety, testing, handover).
  • Construction Supervisor: Diploma or trade cert with 5+ years generator installation experience; site supervision, QA, testing, H&S, etc.
• Joint Ventures: CIDB registered; lead partner EB/ME Grade 7; combined rating meets threshold; JV on CSD; all members provide returnable docs and tax clearances.
• Compliance documents: CIDB certificate, CIDB/Tax clearances, CIPC/CIPRO certificates, proof of business address, bank rating (minimum Grade C).
• Specific goals: CIPRO proof for ownership; local Eastern Cape ownership points if claimed.
• Returnable docs: SBD forms, Compulsory Enterprise Questionnaire, addenda records, CVs for key personnel, subcontractor schedules, bank rating, CIDB and CSD proofs, COIDA Good Standing, etc.
• Briefing: compulsory briefing session; attendance mandatory; no compensation for attendance. (see T1.1)
• Evaluation: two-stage process (Stage 1 administrative compliance; Stage 2 price and specific goals using the 90/10 preference with 10 points for goals). (see C.3.x)

• Registrations/pre-qualifications: SARS tax compliance or arrangement via SARS; CSD registration; CIDB registration; CIDB grading; company/corporate registrations (CIPC). (see T1.2)
