Overview

Framework contract for Provision of Website Maintenance and Support Services including content management, security, performance, and enhancements on an as-and-when-required basis. Open to eligible bidders in Kitui County, with a Youth, Women, and PWD category focus; bids due 17 July 2026.

Requirements

• Eligibility and integrity: no public officer conflicts of interest; comply with anti-corruption declarations and Certificate of Independent Tender Determination; not debarred per PPRA.
• Mandatory registrations and taxes: provide company registration, business permit/licence, VAT/PIN, and Tax Compliance Certificate; where applicable, National Treasury registration for Youth/Women/PDW; tax clearance.
• JV and competition rules: if a joint venture, joint and several liability; single tender per bidder (or permitted alternatives); comply with competition and exemption rules for JVs.
• Serialisation and documentation: serialise/paginate tender pages as required by PPAD Act 2015; submit Form of Tender, price schedules, tender security or securing declaration, and all qualifications/evidence (Manufacturer Authorization if needed, JV agreements, etc.).
• Conformity and delivery: demonstrate conformity to technical and service requirements; provide supplier/spare-part and maintenance arrangements; maintain fixed pricing unless TDS allows adjustment.

How to Apply

• Prepare submission: include Form of Tender, Price Schedules, Tender Security or Declaration, JV documentation if applicable, Manufacturer Authorization if required, and evidence of eligibility/qualifications (per ITT 10-16).
• Submission method: physical delivery only; sealed envelope with ORIGINAL and COPIES; tender box at the entrance of County Treasury—Governors Block (kitui.go.ke/Advert).
• Deadline: by 17 July 2026, 10:00; late tenders rejected.
• Post-submission: tenders opened publicly after the deadline; records retained; follow-up with any required clarifications or addenda (if issued).
