Overview

Framework contract to appoint a panel of contractors to implement new and upgrade water infrastructure for the eThekwini Municipality’s Water & Sanitation Unit over 36 months. Suitable for civil/water infrastructure contractors with CIDB CE grades: Category A (5–6 CE), Category B (7–8 CE), Category C (9 CE). The panel targets up to 30 contractors across regions for as-needed water reticulation, reservoirs, hydrants, valves, and related works; contractors may appoint local sub-contractors and must supply materials per project drawings.

Requirements

• CIDB: contractor grading designation 5 or higher CE (categories A–C as above); CE class.
• No clarification meeting; bid queries by email by 2026/10/15; Q&A by 2026/10/22.
• Registrations: on the National Treasury CSD; on the eThekwini Supplier Portal; access to the JDE ESP system.
• Financial/compliance: Audited financial statements if tender value > R10 million; Municipal rates/taxes clearance; Tax Compliance PINs; BBBEE status as applicable.
• Returnable documents: MBD forms; Compulsory Enterprise Questionnaire; Joint Venture Agreements if applicable; Declaration of Municipal Fees.
• Evaluation: 90/10 price-based with Preferential Procurement under SCM Policy; tender validity 12 months.
• Transformation: BUlLD Programme considerations; PE status rules apply as relevant.
