Overview

Four-year framework contract for civil maintenance and related works for Central Operations, restricted to CIDB 8CE or higher contractors. Open to civil engineering/construction firms with CIDB 8CE+ and demonstrable civil maintenance experience; bidders must be registered on CSD, tax-compliant, and able to meet integrity/financial/technical requirements. Documents are downloadable from the DWS website and ETenders; a compulsory briefing is scheduled.

Requirements

• CIDB grade 8CE or higher (or higher as scope requires)
• Active CIDB registration and demonstrable civil-maintenance experience
• CSD registration and proof of tax compliance (SARS) or equivalent
• Attendance at compulsory briefing (Annexure A) with sign‑in; JV rules apply if applicable
• Verification of professional registrations for key personnel (e.g., ECSA SACPCMP)
• Financial capacity: two latest financial statements; minimum turnover around R65 million; JV commitments as applicable
• Evidence of a largest contract (≥ R30 million) in the last 5 years with client references (Annexure U)
• Completion of returnable documents (SBD 1, SBD 4, SBD 6.1 and Annexures A–U) and inclusion of PDF on USB (Annexure I etc.)
• Compliance with COID, official signatory authority, and other statutory requirements; no disqualifying issues
• Tender validity 120 days; no alterations to tender documents; adherence to PPPFA/GCC CIDB rules

How to Apply

• Briefing: compulsory 26 November 2026 at Vaal Dam area office; attendance mandatory (Bid Invitation)
• Closing: 11:00 on 14 January 2027 (T1.1/T1.2) with no late submissions
• Submission: hard copy bids deposited in the Bid Box at Zwamadaka Building or posted to Private Bag X313; no email submissions; include original plus a PDF on USB (5.13.1, 5.13.5, 5.13.6)
