Overview

Framework for Provision of Air Travel Services under a three-year Framework Agreement. Turkana County Government invites bids from qualified travel-management providers (airlines, travel agencies, corporate travel managers) to deliver non-consulting air travel services under a framework contract. Open to single firms or joint ventures (JVs) with liability shared among members; JV size and other specifics are set in the Tender Data Sheet. Compliance with Kenyan public procurement rules, tax obligations, anti-corruption declarations, and local-content requirements for foreign bidders may apply.

Requirements

• Eligibility to tender; not debarred; sign a Certificate of Independent Tender Determination and anti-corruption declarations.
• JV rules: max number of members as per TDS; each JV member liable; representative authorized to act for the JV.
• Foreign bidders: must source at least 40% of inputs from Kenyan suppliers; documentary evidence required.
• Tax compliance: Kenyan tenderer must provide valid tax compliance evidence.
• Tender security: provide Tender Security or Tender-Securing Declaration (amount: 50,000 KSh).
• Documentation: Form of Tender, Joint Venture documents (if applicable), evidence of eligibility/qualifications, and conformity to tender requirements.
• Language: Tender and communications in English; prices in Kenyan Shillings; validity as specified in the TDS.

How to Apply

• Obtain tender documents free of charge from Turkana County Website or Tendersonline portal (www.turkana.go.ke, www.tenders.go.ke).
• Note key dates: closing date 27 October 2026 at 10:00 AM; tenders submitted manually to the Procurement Department HQ, Lodwar, Kenya. Late submissions are rejected.
• Prepare and submit: Form of Tender, priced Activity Schedule, Tender Security, JV documents (if any), and all required eligibility/qualification evidence. Package with ORIGINAL and COPIES as specified; ensure proper sealing and labeling.
• Pre-bid conference/site visit details (if any) and clarification deadlines will be published in the Tender Data Sheet. Questions must be submitted in writing by the deadline; responses may be issued as addenda.
• Ensure compliance with local-content rules for foreign bidders and all environmental/other regulatory requirements as applicable.
