Overview

This RFQ seeks full-service sequencing and associated pickup services for ARC-OVI, including a maximum turnaround of 3 days and sequence quality assurance. Bidders should have DNA sequencing capabilities, lab experience, and logistics to collect samples as specified. The goods/services are to be delivered to ARC-OVI at 100 Old Soutpan Road, Onderstepoort. The procurement uses a preference-points system (80/20) with 20 points for specific goals (HDI ownership, women, youth, PwD, BEE status, SMME promotion). Compliance requires SBDs, CSD registration, and related disclosures.

Requirements

• Bidders must be registered on the Central Supplier Database (CSD) with the CSD number and full CSD report.
• Complete and sign Standard Bidding Documents (SBD) forms included in the bid document.
• Prices must be in ZAR, VAT inclusive, delivered to ARC-OVI, and quotes must be on official letterhead.
• Provide warranty/guarantee details; for services, submit relevant experience documentation.
• The tender uses the 80/20 preference system (price 80, specific goals 20) and requires documentary proof to claim specific goals (HDI ownership, women, youth, PwD, BEE, SMME promotion).
• Delivery and performance terms: ARC issues the PO; National Treasury general conditions and ARC supply-chain code of conduct apply; due diligence and price benchmarking may occur.
• Service specifics: Turnaround 3 days; no third-party sample collection; samples as un-purified PCR products; quality checks before and after purification; automatic re-run of failed sequences at no extra cost; read length 900–1000 bp; consultancy for produced sequences.
