Requirements

• Functional evaluation: Stage 1A 70/100 and Stage 1B 75/100 required to progress; Stage 2 uses 80/20 price and preference.
• Technical capability: electronic meter reading system, ISO/SOC2 or equivalent, API integration with SOLVEM Platinum; CSV/manual fallback up to 6 months from contract start.
• Operational readiness: establish a George office within 30 days, branded vehicles, uniforms, employee IDs; GPS capture of meter locations; back-office in George; monthly performance reports and SLA-based KPIs; penalties for non-performance.
• Sub-contracting and local content: option to subcontract up to 30% to local George area labour; proof of equipment (handhelds with GPS and camera) and vehicle ownership/leases.
• Compliance: must provide tax and B-BBEE documentation (TCS PIN/CSD where applicable); CIDB registration; joint ventures must submit JV agreements; adherence to GCC and any special conditions; no bids from state servants.
