GMQ012/26-27 – Appointment of a Service Provider For The Learners And Driver Lessons In Preparation For The Test For Code EC1 And EC Vehicle, For A Period Of One (1) Year From Date Of Appointment, As And When Required

Overview

George Municipality seeks to appoint a service provider to deliver learners and driver lessons in preparation for EC1 and EC vehicle tests, for a period of one year from appointment, as and when required. The scope covers learner license training, driving lessons, test bookings, vehicle and trailer provision, up-front test fees handling, inclusive training records, and related admin for approximately twenty municipal officials.

Requirements

• Valid driving-instructor certificates for EC and EC1 codes; bidders must employ instructors with current licences and ensure renewal during the contract.
• Instructors registered with the relevant Licensing Authority (S28B) and current instructor certificates for the codes; submission of certificates with the bid; contract termination if invalid.
• Vehicles: clearly marked, insured, roadworthy, with fire extinguishers; signage for learner drivers; possible municipal vehicle use only as specified.
• Training deliverables: learner license training (up to ~3 weeks per person), up to 20 driving lessons per learner, pre-assessment, and vehicle/trailer for lessons and driving test; upfront booking of tests and payment of related fees.
• Administrative/compliance requirements: active email communications; service level agreement; SARS tax PIN (TCS PIN) submission; Central Supplier Database (CSD) registration; B-BBEE original or certified copies; municipal accounts status; no quotes from State personnel.
• Evaluation: functionality pass mark of 24/40; price, preference, and specific goals assessed under 80/20 rules; reference letters; detailed project plan and instructor CVs.

How to Apply

• Submission deadline: 12:00 on Friday, 30 October 2026, in a sealed envelope to the George Municipality tender box (Fifth Floor, Civic Centre, 71 York Street, George); submissions after 12:00 will not be considered; quotations opened at 12:05 the same day. (see Advertisement GMQ012 of 26-27.pdf)
• Mandatory briefing: compulsory clarification session on 22 October 2026 at 11:00 via Microsoft Teams; register by 10:00 on 21 October 2026 by emailing ancwele@george.gov.za to receive an invite. Non-attendance disqualifies tender.
• Submissions must include complete pricing schedule and all required forms (MBD0–MBD9 as applicable), proof of tax compliance (TCS PIN), and proof of CIDB/B-BBEE where required; joint ventures must submit joint venture agreements.
