Requirements

• Web-based LTFM, TM and LTFP with at least 10-year horizon; demo account proof required.
• Functional scope: revenue/expenditure forecasting, asset/liability modelling, cash flow, funding/borrowing analysis, scenario planning, dashboards and reports, IDP/Infrastructure integration, mSCOA compatibility, cross-subsidisation, affordability analysis, and ease of use.
• Deliverables: Phase-based deliverables including status quo assessment and hosting/maintenance for 3 years.
• Compliance: George SCM and Preferential Procurement policies; PPPFA 2022; B-BBEE status (20 points) and price (80 points).
• Qualifications: municipal-sector experience; CIDB registration (if applicable); TCS PIN and CSD registration requirements; JV arrangements must include Joint Venture Agreement if applicable.
