Overview

Procurement of the Gourikwa Power Station Fire Detection System under a 60‑month NEC3 Term Service Contract. The project targets designers, installers, integrators and service providers with fire-detection, electrical or instrumentation experience and relevant registrations (CIDB, CSD) and BBBEE capability to meet Eskom’s SDL&I and local-content requirements.

Requirements

• Eligibility, conflicts of interest and proper contracting arrangements (e.g., joint ventures must have joint and several liability). Prove CIDB registration and proof of CSD registration; complete required SBD forms.
• Local content and designated-sector rules: meet specified local-content thresholds (e.g., 90% for PH130 fire cables, 50% for Industrial Lead Acid Batteries) via Annex C/G1–G4 declarations (as applicable).
• BBBEE: valid certificate or sworn affidavit; provide B-BBEE Improvement Plan within 30 days of contract signing; migration targets if current status is below Level 3.
• SDL&I commitments: penalties of 1.5% of contract value for non‑compliance and 1.5% retention on invoices until SDL&I obligations are fulfilled; quarterly reporting and an SDL&I Implementation Schedule within 28 days of award.
• Health, safety and quality: comply with Eskom safety requirements and submit related documentation (OHS, PPE, Life-Saving Rules, etc.).
• Documentation and procurement rules: submit all mandatory tender returnables (SBD forms, Annexures A–J, Local Content declarations, pricing schedules in PDF and Excel) and adhere to e-tendering submission rules.
• Site logistics: attend a compulsory clarification/site meeting on 17 August 2026 at Gourikwa; non-attendance leads to disqualification.
