Overview

Procurement of an Individual Consultant to provide Project Security Liaison Officer services for the Horn of Africa Gateway Development Project (HoAGDP) in Meru County. Requirements

• Experience: at least 15 years in senior Government/military/police roles; crisis management; knowledge of IEDs, drones, terrorism; substantial experience in Kenya’s North Eastern region; track record in security management for large infrastructure projects.
• Technical: Knowledge of Kenyan security policies, risk assessment methodologies, human rights standards; ability to coordinate with multiple agencies; fluency in English and Swahili; strong reporting/data analysis skills; strong leadership.
• Personal: High integrity, ability to work under pressure, willingness to travel within Meru and occasionally elsewhere.
• Desirable: World Bank/donor project experience; familiarity with large infrastructure security; relevant certifications (e.g., security management).
• Confidentiality: Strict handling and non-disclosure of sensitive information; contract termination risk for breaches.
