Overview

Appointment of a highly experienced ICT Service Provider / ICT Consultant to advise PACOFS on ICT infrastructure revamp, covering infrastructure, network and cybersecurity advisory, governance benchmarking and remediation road-mapping. Bidders should have 10+ years in ICT infrastructure, networking, cybersecurity, DR/BCP and Office 365 security analysis; must be registered on the Central Supplier Database (CSD), provide client reference letters, offer vendor-neutral advice, and disclose any reseller/partner relationships.

Requirements

• CSD registration; minimum 10 years’ demonstrable experience across asset management, server room, DR/BCP, O365 security, network, fibre, information security governance, risk, and project management.
• Provide reference letters from clients (on letterhead) for infrastructure/cybersecurity assessments.
• Proposed project team with CVs and certified qualifications for roles: ICT Project Manager/Lead Consultant, Cybersecurity Team Member, ICT Network & Infrastructure Member, ICT Governance/Risk Specialist; include relevant certifications.
• Complete and sign SBD forms (SBD 4, SBD 6.1); provide BBBEE certification or affidavit.
• Complete Pricing Schedule (Annexure A) in ZAR; include all costs; VAT inclusive/exclusive as specified.
• Be active on CSD and provide tax clearance; avoid tender defaulters/restricted suppliers; independence declaration required if applicable.
• Annexure B/C documentation support (team CVs/certifications; environment baseline available for pricing/delivery). The environment baseline is in the RFQ documents (Annexure C in the attached file).

• Documents to submit: Completed SBD forms (SBD 4, SBD 6.1); CSD proof; detailed company profile; BBBEE; tax clearance; Annexure A (pricing); Annexure B (team CVs and certificates with certified copies); client reference letters; vendor neutrality declaration.
• Documents to obtain: RFQ documents attached (RE ADVERT SCM74INFRASTRUCTURE REVAMP PACOFS.pdf; SBD 6.1.pdf); environment baseline for pricing/work plan (Annexure C) in the same file.
• Evaluation and award: Phase 1 compulsory documents; functionality threshold (minimum 70 points); Phase 3 uses 80/20 or 90/10 price vs. specific goals per the SBD 6.1 framework.
• Validity and period: Quotations valid for 30 days from closing; contract period is 1 year SLA.
